[Feature] Improve BLE requirements note on Windows 7 platforms

Is your feature request related to a problem? Please describe. I don't think Windows 7 supports Web Bluetooth, so it would be nicer if we said so instead of providing a generic message.

Describe the solution you'd like When this message is shown on Windows 7, say that Windows 7 is not supported.
