[Bug] Some Blockly UIs overlap Pybricks Code UIs

Describe the bug Some Blockly elements hover above some Pybricks Code elements.

Instead of messing with the z-index across both apps, it would be nice if Pybricks Code always has priority.

To reproduce

Have a block program with the toolbox open. Start a firmware upgrade.
