Move editor response template to section 3 of the editor's checklist

I'd first like to say how wonderful the Editor's Guide is!

If I may, I'd like to suggest moving the editor response template to section 3. I was confused by its placement in section 2 since the response template presupposes that both reviewers have been found though the reviewers are not found until section 3.
