[User Defined] questions show all Admin Defined ones

When I have for example 4 Admin Question defined and I add a new User Defined question, then when the user is going to the setup question, the gui is showing up the two empty field allowing the user to insert the custom question and answer, but then on the page there are all other 4 Admin questions without the select menù and the align is bad.

Tested with the latest build "2019-02-07T13_56_10Z/" Tested with Chrome 71 and IE11

This is working as designed. The page doesn't work great with user defined questions and admin questions in the same policy and could use enhancement.
