fix(pages-build): add slashes around base value

This PR fixes routing for GitHub Pages deployments. Without this change, the router doesn't work and the app crashes.

Hi. When deploying the pwa-starter to GitHub pages I just see a blank page, I implemented the fixes in this PR but I'm still seeing the same problem. A fix for this would be really useful.
