[PWABuilder] Remove the three "magic" strings from the Windows Packaging Form

To close the gap between PWABuilder and the Partner Center we can remove the first three strings in the Windows Packaging form and pass arbitrary values to the packaging service. This requires work on the Partner Center side to augment the "magic strings" from the users account to the msix from PWABuilder.

Do you have an implementation or a solution in mind?

1. Remove the magic strings and update the front end by removing the "all settings" dropdown and having the form open from the start.
2. Pass key strings in place of the magic strings since they are required to build an msix (we already do this with the windows test packages)

Again, this also requires work from the Partner Center team. Their timeline has this projected for end of the CY.
