[NewReportPage] Bridging the gap between the new report card page and the user updating their site before retesting

This will include providing guidance for users after they:

• [ ] Update and download their manifest
• [ ] Select and download a service worker --> zip folder with readme of nextsteps that leads to docs
• [ ] Download icons from the manifest editor
• [ ] Add shortcuts to their manifest with an icon

Ideas:

• After someone downloads something from our site we link out to docs with step by step what to do next?
