[SITE] promote Name and version fields when packaging

When we walked through the pwabuilder process and then uploaded a package to the store, we got an error saying the app name was incorrect. It turns out the there is an input box in pwabuilder to type in the app name but it does not show up by f default. To see that option you have to click on the "see other options" button and we never did that. We are suggesting to promote that field to the primary page among with the other "partner center" related Prompts you are asked. The version number is also on that secondary page. I would recommend that both the version number and the app name prompt get added to that page.
