Footer using puzzle shell

The header is currently on small screens kinda cramped to change that we want to create a footer where we can move the language selection to

• Puzzle Shell footer

Todo's

• Think of what else we could display in the footer
• implement the footer using puzzle shell
• Rewrite tests / Write tests

I already did some work in this PR The footer is done and approved by Hupf but it has a bug that when the content of a site is to big the footer doesnt stick to the ground and Tests still need to be rewriten / updated
