Failed to initialize OpenVR Shared IPC Connect Failed After Target Exited

I recently got a new computer and I was setting up my VR stuff but when I went to download Space Calibrator this error kept popping up no matter what I did. I tried restarting my computer, changing the install folder, updating drivers to the most recent update, uninstalling steamVR and reinstalling it, and yes I'm using the only profile on this computer. I'm about to start pulling my hair out and I have no idea what is wrong with it. Screenshot (10)

I downgraded my AMD driver to ver 23.12.1 and it installed correctly
