Keyboard Layout does not follow system language

Hello,

Even though the Language preference are set to "System" in the Appearance tab, the keyboard layout remains (I guess) on english instead of french (in my case). Therefore I have no access to many characters and shortcuts such as "selet all", "undo", etc. become very unpredictable.
