Updates debuggers for nodejs and golang.

Bumps vscode-js-debug to 1.85.0 and delve to 1.21.2

Thanks for sending a PR!

Unfortunately, it seems to have broken the multi-session tests. It's possible that it's just flaky tests, but I do recall that the last time I updated js-debug, there was some test failure too. You happy to look into it?
