If mobile is a concern, Google suggests a tap and hold and then disappear 1.5 seconds after you let go (or tap somewhere else). https://m3.material.io/components/tooltips/guidelines

It should appear through tab button focus, but then you have to be careful about the focus "sticking" on mobile which will make the tooltip remain indefinitely after clicking the button.
