Operating system stability helper

Anyone seen this utility. Should this be a part of all system boots to further stabilize when operating? Is there a downside for this small addition or do the positives outweigh?

This is not a bloat utility in this request for review. If it offers pratical stability use service, I am sure it will land in the chain.

In some later (hopefully) patch, the oomkilller would be fixed, rendering it moot.
