revising the rc.sysinit

This proposal was fairly radical but it makes sense. The goal of this revision was to move virtual the filesystem preparation at the init script and rc.sysinit will only do was to initialize hardware, start daemons, and run network services. This means upgrading the save file and calling rc.update will be perform on init script. Before calling the init system. However there is a tricky part here, updating system caches such as fonts, gio, pango, gtk-icons, desktop file, gconv, mime, gdk-pixbuf, and kernel modules tooks a time to complete the task that we need to solve this

Why we need this? Because this is a key for easier puppyfying other system and also make puppy init agnostic.
