Use PowerShell in all Windows examples

Using batch for automation in Windows has been deprecated for a while now. Instead we should be showing examples using PowerShell e.g. https://github.com/puppetlabs/bolt-playground/blob/4fdeff95b37c86c92b8c700b878bb32aa1c9af5f/dynamic-nodes/README.md#L9
