Support Debian 13 / trixie

Related to https://github.com/puppetlabs/puppetlabs-ntp/issues/699, support for the upcoming Debian v13 release known as trixie would be great. (If current release plans hold, Debian trixie will be released as the new stable version of Debian until around 2025-08-10.)

As of Debian trixie, the ntp package no longer exists at all (but only ntpsec).

AFAICS it should be enough, if a change similar to https://github.com/puppetlabs/puppetlabs-ntp/pull/717 gets applied to get Debian trixie supported.
