Take "operatingsystem_support" parameter from answer.json

Make it possible to use 'operatingsystem_support' in the answer.json to preselect operatingsystems.

While writing a web frontend for creation of new puppet modules with pdk, I found that operatingsystem_support only used hardcoded values when --skip-interview is on the command line. This change is closely related to 'Add ability to customize default operating system support for new/converted modules #1003'
