Self-service publishing to Pulumi Registry

Issue details

With the launch of Pulumi Registry, we now have a single place to collect all of the Pulumi Packages–both Providers & Components–that are available. As a follow up, we should make it possible for members of the Pulumi community to publish their own Pulumi Packages without having to contact Pulumi.

As a first step, we should look at how we want to accept PRs into this repos now that the 3rd party plugin publishing and acquisition are unblocked.
