`pulumi plugin run` is not documented.

Problem description

pulumi plugin run is not documented in the CLI docs. After installing tools, like @corymhall mentions for the CDK migration guide (see https://github.com/pulumi/docs/pull/16740), running such tools is done via pulumi plugin run. Now, the docs for this command don't seem to exist.
