Improve GH Issue Labels

The labels on this repo are the generic labels we use for all of our more code-centric repos. We should make them make sense for this repo.

Specifically, we should have consistent labels that indicate which area (section) of the site an issue pertains to. This will help us see where we might need to make concerted efforts at improvements, provide better triaging, etc..

Open question is whether changing the meaning of area/ would mess up cross-repo reporting. If so, we can do something like section/iac section/esc, section/marketing, etc.
