Add ESC 'files' docs to docs page

We created a new 'files' feature but didn't add them to docs. (https://www.pulumi.com/blog/esc-kubernetes-cluster-and-app/)

We should add a section under "http://www.pulumi.com/docs/esc/environments/#running-commands-with-environment-variables"
