Memories does not deal with preview generation at all, so this would be an upstream bug (nextcloud/server)
Does your video have strange dimensions? It's impossible to transcode to a target with an odd value for a dimension (which is likely the reason why 720p was excluded)
2704x1520 are weird dimensions. 720p horizontal would produce a fractional vertical pixel count (impossible).
