Enhance upgrade tests

We were recently bitten by https://github.com/pulp/pulp_rpm/issues/2827

It would be useful to take another look at upgrade testing and determine if there is something we can do to detect issues like this in the future

We have/had some upgrade tests in the pass, but they've been neglected for various reasons. We should have a discussion about whether it needs to be brought back in the same configuration as before, or if we should do something slightly different.

Another possible approach would be to have a "dogfood box" that syncs every night and is upgraded frequently.
