As a user, merging for comps.xml types is supported

Motivation

DNF and libcomps support merging for package groups, categories and environments.
User's expectations are likely to match the DNF behavior, so Pulp should do the same.

Proposed solution

Needs to be defined. Check the libcomps behavior based on their tests.
