integrate RPM signing and re-signing

I think it would be useful for pulp to be able to handle RPM signing.

  • import unsigned RPMs and sign them
  • import signed RPMs and sign them with a different key

If there is already a better alternative for this please let me know.

Pulp 2 is approaching maintenance mode, and this Pulp 2 ticket is not being actively worked on. As such, it is being closed as WONTFIX. Pulp 2 is still accepting contributions though, so if you want to contribute a fix for this ticket, please reopen or comment on it. re-signing is covered by https://github.com/pulp/pulp_rpm/issues/3637
