Completly remove shell scripts from docs testing.

With the docs moving to use the Pulp-CLI, the shell scripts have become barren and potentially useless. With this pluin https://www.sphinx-doc.org/en/master/usage/extensions/doctest.html the CLI commands could be implanted into the workflows directly and still tested through the CI.

One idea to sweeten the deal would be if we can have the results of commands be built back into the docs themselves. Then we can stop having out of date response examples too! I'm not sure if Sphinx doctest does this or not.

Docs and how we build / test them have changed completely. I cannot envision this issue is still valid.
