Operator should support the creation of Horizontal Pod Autoscaler objects

Is your feature request related to a problem? Please describe.

The replicaset configuration is static, thus during times of high load, we could suffer contention that we can only observe and make manual change. During times of low load, we may run too many Pods which does have a cost.

Consider creating HPA's.
