Isn't it better solved at the gcc level? -fPIE should not pick an unsupported TLS model, and generate working executables, at least until Haiku implements it, if we decide to.

Patch on Haiku side has been merged. Now haikuports recipe needs to be updated to include these changes.

What is there to agree? Wasn't the pacbaging already reworked to build several smaller packages instead of a single very large one? That's how it's done in Debian for example...
