bug描述 paging view没有数据的时候，整个页面还是可以滚动 看了一下布局，main table view的cell高度太高了

版本号 1.JXPagingView版本号：2.1.2 2.OC还是Swift版本: Swift 3.手机系统版本号：15.1.1 4.手机型号：iPhone 12
