Add message for "in triage" tickets

Description

It would be nice to add an alert via GitHub actions to let contributors know that if they are working on an issue and it's in triage that the Puck team are still looking for/creating proposals and point to the contributing guidelines.

Considerations

We don't want to disuade contributions just to inform that there is a higher likelihood of rejection due to wider considerations of the architecture.
