Allow users to specify recipient email via metadata

We publish product reviews. Notifications go to Authors when their posts are published. We'd also like to send an email to the manufacturer to tell them there is a new review of their product. The manufacturer isn't specified anywhere on the Edit page, though, so I thought we could specify who the notification should go to in a Metadata field.

But I can't see a way to use the Metadata field to specify who or where to send the notification. I could have the email address pasted into a Metadata field by the person who puts the content into the back end. I see a Metadata field can be a User, so I could add the manufacturers as Users, in which case we could easily choose the recipient from a drop-down of users. That would allow us to use other information in the User record such as the User name. That would be the perfect solution.

But I don't see any options for using a Metadata field outside of the Content. "Who to notify" has specific options. I suppose we could go to Notifications and specify the specific User each time we want to send a notification but it's not the most elegant or automatic solution.
