Notifications are not sent when a Contributor user submit a post for review

Hi, I have an issue with notifications, but specifically for "contributor" role in Wordpress. So what I need to achieve, when user with a role "contributor" creates a new post and clicks "submit for review"(change status from draft to pending review) I want email to be sent. And it is working with other roles but not contributor roles.

Now to avoid all the back and forth, Yes I've created a custom workflow (when post changed from "draft" to "pending).

I assume there may be something to do with publishpress capabilities, but I can be wrong. I've tested various roles, only contributor role is not working as expected.

I can't replicate this anymore after installing the v3.3.0. I'm waiting for feedback from the client.

He is still able to reproduce the issue. I realized the workflow is not displayed in the "Notifications" metabox when the Contributor is editing the post. But it displays when another user edits the post.
