New Screen: A "My Notifications" screen

Customer:

we need when a post is submitted for review from the author or the contributor to the editor, then a pop up on the dashboard should get enabled, or some glowing notification to the editor that catches his attention, about the new post being submitted for the review.

As of now, an email is triggered, however, some glowing icon or something can help editor to focus on the new post notification.

My reply:

Thinking this through, there should be a "My Notifications" screen where people can find notifications targeted to them. So if there's a glowing icon, it will link to that screen.

Here's a related request, particularly when Revisions is integrated with PublishPress notifications:

I personally don't like email notifications but I think there should be a notification on the revisions menu indicating the numbers of available revisions. Or the stats should be shown with "Unpublished Content" in the Dashboard Widget.
