Notification is not triggered from Future Action

Step to replicate:

1. Create new post
2. Enable future action
3. The action is related to taxonomy. Could be add another taxonomy or else
4. Publish
5. Enable notification with this setting:

Expected behavior, notification is triggered with future action being fired
