Reminder notifications set to trigger before publish date are not working as expected

In either case, the reminder notifications don't seem to be working. It's set to notify any author that has a post still in Draft stage 2 weeks before the scheduled date that it's due. When I first set it up, it seemed to email authors for ALL posts that were in Draft, no matter the scheduled date. And, now it doesn't seem to be sending reminders to them at all. The rest of the notification system seems to be working fine. I've attached a screenshot of the setup.
