Update readme to include docker installation

Update README.md to include instructions to install sw locally using docker and docker-compose.

  • [ ] Copy database config file

  • [ ] Build docker images

Sure I will do it in a couple of days. I am working on rails upgrade for spectral with Alax and some docker related stuff was changed in the PR. Will take a look at it and PR :)
