Create bot to report back URL of completed image file within pull requests

We've created a pull request template to explain how to download your generated image from a pull request: https://github.com/publiclab/image-builder-rpi/pull/17/files

But a bot reporting back the URL in a comment would be even better! We'd love help getting such a bot configured.
