Make an overview of different possible governance models

In our weekly session @felixfaassen had the brilliant idea that we should start drafting a governance menu cart / guide on different governance flavours per lifecycle state codebase. This could give us a shared knowledge base on what is possible and what they can enable for a codebase and what efforts they require. This is a natural next step after doing an initial governance workshop or playing the governance game.

The CommunityRule tool is also very useful and, I think, the next natural step after having played a governance game.

Something extra we possibly could add is guidance of models we have seen working well. (And we could also add links to good governance models in the implementation guide.)

Possibly an opportunity for a future process code for governance, but for now, we are not adding it on About.
