Tools we use - Inviting suggestions and denoting more desire for open tools

To increase our apparent diligence around tools and hunger for using open source software, we could include a note on the Tool management and guidance page (and/or subpages) re: relatively closed applications (e.g. Google) that we are ambiently auditing more open replacements, and also invite people to suggest them to us.
