Indexes for pages that renew

The page Measurable goals December 2020-March 2021 is linked to from the index of Organization, but does that imply that we will have a long list of all our measurable goals on that level? I suggest making an index page for measurable goals that we list all the ones that we have and not make the index of organization to an ever-growing list.

The same can be said for policy plan, which is about to be renewed. We want to keep the historic one for the records, but we also want a neat list which suggests that the link from organization index should go to an index page called Policy plan and that page in turn lists current and historic versions.
