Please can you help me understand how to run this

I downloaded the files in my pc, but I don't understand where should I click to run the program. There is no .exe file, can you please guide me? I have an Allsync with a huge folder that I want to download but it stop after a while and I am hoping this can help me downloaded without problem Please help from a newbie
