Move .dockercfg to $XDG_CONFIG_HOME (a.k.a. ~/.config)

Note, that according to the [specification](https://specifications.freedesktop.org/basedir-spec/basedir-spec-latest.html), there's no `$XDG_CONFIG_DIR`, only `$XDG_CONFIG_DIRS` and `$XDG_CONFIG_HOME`.
