HL2: Normal map (also known as bump map) issue

At this video you "can see" a missing wall. It's.. gone. Literally. That happens when you're rotating a camera (sometimes those textures appears).
Creating that issue for the future.
Oki doki, that can be related to flashlight.
Default cvar by Nvidia is: r_flashlight_version2 = 1
Set it to 0 and it seems like normal maps are working. But brushes that are using bumps are blacked out (not only brushes).
Better take a look:
I think here the main problem is incorrect default settings of half life 2 android. with certain settings normal maps work (on adreno gpu also cube maps) the real problem is broken flashlight which "works" only on some objects, when this settings is used.
another problem is differences in gpu, on adreno phones HDR lighting work and even cube maps (at least on some) on mali and others those features dont work. same as some features in openmw work on adreno but not on mali and others (refraction, shadows debug overlay).
