Cannot change file editor format (code formats), it usually just scrolls the page down

Current Behavior

Sometimes, when i click the button left to the "SAVE CONTENTS" button, it usually just scrolls the entire page. I can sometimes get it to work by clicking the page's background (outside the text editor), but this doesn't always work

Expected Behavior

When i click that dropdown button, it should list all the file formats

Steps to Reproduce

Just click the dropdown button

After clicking the button a bit more, it looks like the center of the button (where the text is), doesn't register being clicking. But if you click near the border of the button it works just fine. Clicking the down arrow itself also doesn't register the click
