When creating a new user via the API or Admin UI, allow suppression of the notification email.

When creating a new user via the API or Admin UI, add a property that allows suppression of the notification email.

This is particularly useful if you are creating a user account on your custom website/billing panel which subsequently creates a panel account tied to that billing user. As the website/billing panel would handle the email verification/welcome notification, you don't want two emails sent out.

add an idea : added an option to retrieve the change password link when creating an account. useful when creating via the api by a client area (whmcs)
