Create servers with no allocations

Is your feature request related to a problem? Please describe. When creating servers which don't necessarily require any open ports (such as discord/telegram/etc bots) they still need to have a default allocation. I currently make throwaway allocations and alias them as NONE, which isn't a perfect solution.

Describe the solution you'd like The ability to select no allocations when creating a server. This should preferably also remove the allocation section from the server's dashboard.

I have the same problem. My workaround right now is to create dummy allocations to ips that are not used by any node. To me that isn't a very elegant solution, so it would be nice to be able to leave the allocation blank.
