Added a config for issues disallowing empty issues and linking to the Pterodactyl Discord Also added a templates using forms for clarification requests and enhancements

Is clarification really any different to an improvement? I'd also say we should have a an option for reporting something actually wrong with the docs.

Also I can surely remove one of the other 2 templates if you think they are too similar in nature, also should we allow blank issues or not?

Yep looking good. I would ditch the clarification request, and disable blank requests.
