override-fill does not work if initial fill="none"

Driving override-fill does not work if the initial property of the element is fill="none". The cause is that applyClickableToElement is being called multiple times for each element and even though the fill property is being applied corrected as per infotable, it is being overwritten by subsequent calls of applyClickableToElement.
