Make icon bounce notifications more configurable

This patch adds some flexibility to 'icon bounce' notifications, allowing user to disable them completely or switch to "bounce until in focus" mode.

Any feedback? I see that other pull requests are being merged, so please let me know if I should adjust this somehow to make it accepted.

Is this project still maintained? Why hasn't this been merged?

@mephux I'm wondering this myself... the author recently merged a build fix for 10.10, but that was after I emailed him about it. Perhaps a fork is in order?
